Union Home Secretary Ajay Bhalla has written to all Union Territories (UT), and State and Chief Secretaries to allow both inter-state and intra-state travel. Not just that, he has also conveyed that any form of restrictions imposed by states or UTs will count as a violation of the guidelines issued by the Ministry of Home Affairs, Government of India.

As reported by Times of India the letter written by Mr Bhalla states that: “Such restrictions amount to a violation of guidelines issued by the Ministry of Home Affairs (MHA) under provisions of Disaster Management Act, 2005. No restrictions are imposed and it should be ensured that MHA guidelines are followed.”
In his letter, Mr Bhalla has also talked about how any disruption or hindrance in these movements will raise problems for the crucial supply chains, which in return, will generate threats to employments and disturb other economic activities.

Despite being stated in the fifth paragraph of Unlock 3 guidelines issued by the MHA that no restrictions on the inter-state and intra-state movement of people and goods shall be implemented, many complaints have made their way to the Centre. These reports highlight that such prohibitions are still in place on the local level at many places.
Mr Bhalla also mentioned the issue in his letter and has reinstated that no separate permission or approval or e-permit will be required for such movements. The same was also stated in the Unlock 3.0 guidelines issued on July 29 by the Centre.
