As the second wave of Coronavirus continues to register a steady growth, several states and union territories are resorting to varied degrees of lockdowns and restrictions. Here’s a state-wise list of do’s and don’ts to keep yourself safe. By Kumar Shree and Bayar Jain

Andhra Pradesh

  • Andhra Pradesh has put a daily state-wide curfew from 12 noon to 06:00 am till June 10. 
  • All institutions including shops and restaurants to close at 12:00 pm. 
  • Hospitals, pharmacies, and pathologies are exempted from the curfew.  
  • The maximum number of guests at weddings have been capped at 50.
  • Public gatherings are banned.
  • The manufacturing sector and agricultural activities which adhere to guidelines issued by the agriculture department can continue to function.

Andaman and Nicobar Islands

  • As per the latest reports, the islands have imposed a complete lockdown till June 07. 
  • Shops selling groceries, meats, dairy, provisional items, and the like will be allowed to function for two hours starting 06:00 am.
  • Home delivery is encouraged between 09:00 am to 06:00 pm. A valid e-pass is mandatory for personnels carrying out the deliveries.
  • Emergency-induced movements are exempted from the lockdown.
  • Clinical establishments, medical shops, and chemists are allowed to function.
  • Travel to mainland India is allowed, provided necessary documentation can be provided for the same.

Arunachal Pradesh

  • Arunachal Pradesh has extended lockdown in the Itanagar capital region, Tawang, Lower Subansiri, Namsai, Upper Subansiri, Lohit, and Anjaw districts till June 07. 
  • All shops and businesses have been asked to close latest by 04:00 pm every day.  
  • A maximum of 20 people can gather for marriages and funerals.  

Bihar

  • Bihar has put a total lockdown in the state till June 08.  
  • Essential services such as banks, ATMs, police, fire brigade, health services, shops, petrol pumps, construction work, and e-commerce activities are exempted.  
  • Fruit, vegetable, meat, and fish vendors can operate only between 06:00 am to 02:00 pm.
  • While government offices can function at 25 per cent capacity, private offices cannot reopen their doors yet. 
  • All educational services will stay closed.  
  • Public transport will operate at 50 per cent occupancy.  
  • Restaurants can only operate through takeaway and delivery modes. 
  • Weddings with proper permission and 50 guest capping will be allowed.

Chandigarh

  • COVID-19-induced restrictions in the UT have been extended till 06:00 am on June 09.
  • During this period, a night curfew from 6:00 pm to 05:00 am daily has been imposed.
  • While essential shops can remain open from 09:00 am to 05:00 pm, non-essential establishments will have to shut at 04:00 pm.
  • Takeaways from restaurants is permitted till 05:00 pm, while home deliveries can be availed till 10:00 pm. Dining out is prohibited.
  • Spas and salons where “social distancing is possible” are allowed to function. Shopping malls and multiplexes to remain closed.
  • Sports facilities will be opened for sportspersons, provided COVID-19 protocols are adhered. However, swimming pools and gyms will remain closed.

Chhattisgarh

  • Chhattisgarh has extended its lockdown—which was to end on May 31—till further notice.
  • A day-long lockdown to be followed every Sunday.
  • However, districts with a five per cent or more positivity rate (Raigarh, Jangir, Surajur) shall continue with restrictions on shops. Here, only essential shops can remain open till 06:00 pm.
  • In other places, all shops can remain open. Here, weddings are exempted with a cap on 50 guests.
  • Cinema halls, swimming pools, water parks, theme parks, jungle safaris, and beaches to remain shut state-wide.
  • Medical services such as hospitals, clinics, and veterinary clinics will continue to function as usual.  
  • Hotels, clubs, bars, restaurants to stay open till 10:00 pm.
  • Dining out now comes with a 50 per cent cap in capacity.
  • The state government has decided to resume liquor home deliveries and prohibited counter sales.
  • Public gatherings, processions, and gatherings of any kind are prohibited.

Delhi

  • The national capital has been under a lockdown since April 19, and will continue to be in place till 05:00 am on June 07. 
  • Construction and manufacturing units, preferably with staggered shifts, are now exempt. At such sites, random COVID-19 tests must be introduced.
  • Essential service workers and employees need to obtain an e-pass to travel.
  • Metro services stand terminated. 
  • Wholesale, retail markets, and weekly markets are temporarily banned.
  • Home or court marriages with a maximum gathering of 20 people are allowed.  
  • Officials will also keep a stricter eye on private vehicle movements on the road to ensure no one is roaming around unnecessarily.  
  • All other restrictions remain the same as previous versions of the ongoing lockdown.

Goa

  • Goa has also extended its ongoing state-level curfew till June 07. 
  • All essential outlets including the grocery stores can function from 07:00 am to 01:00 pm.  
  • Liquor stores, too, can stay open from 07:00 am to 01:00 pm.
  • Medical stores and restaurants can operate from 07:00 am to 07:00 pm.  
  • Visitors from other states must carry a negative test report.
  • All casinos, bars, sports complexes, auditoriums, community halls, swimming pools, cinema halls, theatres and multiplexes shall continue to remain closed temporarily.

Gujarat

  • The ongoing night curfew (from 09:00 pm to 06:00 am) in 36 cities of the state has been extended till June 04.
  • Shops, commercial establishments, salons, and shopping complexes are allowed to remain open from 09:00 am to 09:00 pm.
  • Educational institutions, swimming pools, amphitheatres, cinemas, spas, gyms, gardens, and malls to remain closed for now.
  • Restaurants can only provide takeaway or delivery services from 09:00 am to 09:00 pm.
  • All religious, public, and social gatherings are prohibited currently.
  • While sports complexes can function without spectators, religious places to remain shut for now.
  • Public transport can ply at half capacity.

Haryana

  • Just like Delhi, Haryana also extended its lockdown till June 07. 
  • Shops and malls can remain open from 09:00 am to 03:00 pm, however the maximum capacity allowed differs as per size of the place.
  • Maximum 11 people can gather at a time, including for weddings and funerals.  
  • All theatres, gymnasiums, swimming pools, bars, assembly halls, religious places, and auditoriums will stay closed.
  • Schools, colleges, and educational institutes to remain closed till June 15.

Himachal Pradesh

  • Himachal Pradesh has introduced relaxations in its ongoing lockdown, starting May 31. 
  • All shops can now open from 09:00 am to 02:00 pm for five days a week. On weekends, however, this relaxation has been revoked.
  • Grocery shops and medical stores are exempted from the weekend curfew and time restrictions.
  • All private offices will remain closed, while government offices can open at 30 per cent capacity.  
  • Health, electricity, telecommunication, water supply, sanitation, and other essential services will remain functional.  
  • All educational institutions to remain closed.
  • Formerly introduced restrictions from the previous lockdowns to remain in place till June 07.

Jammu & Kashmir

  • The union territory of Jammu & Kashmir has begun phased reopening on June 01. 
  • Outdoor markets, shopping areas, and all standalone shops can now open on alternate weekdays, on a rotational basis. Indoor shopping spaces can open only 25 per cent of the total shops at a given point.
  • Public transport can ply at 50 per cent capacity.
  • Barber shops, salons, parlours and liquor stores can stay open for three days a week.
  • Religious places are now free to visit.
  • While takeaways and dining in is restricted at restaurants, home deliveries are allowed.
  • Only 20 people can gather for funerals, whereas for any other gathering it is capped at 25.
  • Schools, colleges, universities and coaching centres to remain shut till June 15, while no reopening date for cinemas, clubs, bars, gyms, spas, indoor stadiums, and paid parks have been announced yet.

Jharkhand

  • Lockdown-like restrictions in Jharkhand have been extended till June 03.
  • Bus services now stand suspended.
  • Private vehicles now require an e-pass for movement.
  • More than five persons cannot gather, both indoors or outdoors.
  • All education centres, coaching institutions, cinema halls, multiplexes, stadiums, gymnasiums, swimming pools and parks to remain closed.
  • Emergency services, essential services, agriculture, industries and mining operations are exempted.

Karnataka

  • Karnataka has extended its ongoing lockdown till June 07, with discussions afloat about extending it for two more weeks. 
  • Metro, taxi, and bus services remain suspended. Only emergency hire will be allowed.  
  • Schools, colleges, cinema, malls, swimming pools, religious places will be closed.   
  • Any form of gathering will be prohibited.  
  • Inter- and intra-state movement of passenger vehicles will be allowed with a proper permit or in case of an emergency.
  • All essential services will continue to operate.  
  • A cap of 50 people for marriage, and five people for funeral gatherings has been marked.  
  • Groceries, fruit, vegetables, dairy stores, milk booth, and meat stores can operate from 6 am to 10 am.

Kerala

  • Kerala initially put a lockdown from May 08 to 16, but has now extended it till June 09. 
  • All essential services will continue to operate.  
  • Industries related to the manufacturing of essential commodities have also been allowed to function with not more than 50 per cent of the total number of employees. 
  • Industries that supply raw materials, including packaging materials, are allowed to open on Tuesday, Thursday and Saturday.
  • While bookstores can remain open, physical visits to textile, jewellery, and footwear shops is permitted for those shopping for weddings, with valid wedding invitations doubling as proof.
  • Banks are allowed to open three days a week till 05:00 pm
  • Taking walks is allowed from 05:00 am to 07:00 am, and 07:00 pm to 09:00 pm
  • Toddy shops can continue with home delivery services.

Lakshadweep

  • The five islands of Lakshadweep—Amini, Kavaratti, Androth, Kalpeni and Minicoy—have extended its complete lockdown till June 07.
  • A night curfew from 05:00 pm to 06:00 am has also been imposed in Kiltan, Chetlath, Bitra, Kadmath and Agatti.

Madhya Pradesh

  • Madhya Pradesh has revised its ‘corona curfew’, in effect from June 01. 
  • All essential services, movement of transport for essential services, patients, pregnant women, and other movements related to medical emergencies have been exempted from the lockdown. 
  • Banks, petrol pumps, industries, manufacturing units, healthcare services, agricultural activities, and print and electronic media will remain functional.
  • Weddings can have a maximum of 20 people, while it is capped at 10 for funerals. At religious places, the limit is four. 
  • All non-essential establishments such as malls, theatres, gym, and beauty parlour will stay closed.
  • Auto rickshaws, taxis, and personal vehicles can have only two passengers, while buses can ply according to COVID-19 norms.
  • A night curfew will remain in place from 10:00 pm till 06:00 am.

Maharashtra

  • Maharashtra has extended its lockdown till June 15. 
  • Vegetable shops, grocery stores and milk outlets are allowed to operate from 07:00 am to 02:00 pm. 
  • All essential services can continue operations even during the lockdown phase.
  • Non-essential shops can function between 07:00 to 02:00 pm on alternate weekdays, but will remain shut on weekends.
  • Shops on the right side of the road will remain open on Monday, Wednesday, and Friday; while those on the left will remain open on Tuesday and Thursday. This will alternate weekly.
  • Inter-district travel requires an e-pass.

Manipur

  • The Imphal West, Imphal East, Bishnupur, Thoubal, Kakching, Churachandpur and Ukhrul are under curfew till June 11.
  • Essential services will continue to function as before.
  • Trucks, petrol tankers, LPG bullets and other such vehicles are allowed to function outside the Imphal Municipal area from 08:00 am to 03:00 pm.
  • Local vegetable vendors can sell their produce on June 02, June 05, and June 08 from 07:00 am to 10:00 am.
  • In an area, only one out of three grocery shops are allowed to open on a rotational basis.
  • Vehicular movement is restricted at all times.

Meghalaya

  • The ongoing total lockdown in Meghalaya’s East Khasi Hills has been extended till 05:00 am of June 7.
  • Home delivery is permitted during the period.
  • Inter-district movement of persons is restricted, and central government offices will remain closed.
  • Post offices can remain open on June 2, June 3, and June 4 with limited staff.
  • Hardware stores, and construction works without movement of people are permitted with prior approvals.
  • Only 10 people can gather for funerals.
  • Health services, movements for essential commodities, print and electronic media, farming activities in rural areas, MGNREGA activities, and the like are exempted.
  • Gatherings of all kinds are banned.
  • Sports and tourist spots shall remain closed.
  • Inter-state movement shall remain restricted, except for transit vehicles.

Mizoram

  • The Mizoram government has extended the ongoing lockdown in Aizawl Municipal Corporation (AMC) area till June 06, 04:00 am.
  • People residing within AMC area are advised not to step out of their homes during this period.
  • Essential commodities will remain open every morning in such areas.
  • While shops selling agricultural seeds and equipment, school textbooks, motor workshops and spare parts can operate every Tuesday for 12 hours, starting 05:00 am, the same rule is applicable on Fridays for shops dealing in construction materials, computers and mobile phones.
  • Hospitals, medical stores, bank and non-banking financial institutions, post offices, petrol pumps, and the like are exempted.
  • Economic and agricultural activities outside the AMC area can function as per COVID-19 protocols.
  • Only 30 people can gather for weddings and funerals.
  • All places of worship, educational institutions, public parks, picnic spots, movie theatres, gymnasiums, community halls, restaurants, shopping complexes and malls will continue to remain closed.

Nagaland

  • All restrictions introduced during the first lockdown will remain in place till June 11.

Odisha

  • Odisha has also extended its lockdown till June 17.
  • Apart from the lockdown, Odisha has also put a weekend shutdown in place, where only medical outlets and hospitals are allowed to operate. Other services will remain shut during this time, namely from 06:00 pm of Fridays till 05:00 am of Mondays. 
  • 25 and 20 people maximum can gather for marriages and funeral ceremonies.  
  • Public transport, inter-state movement, educational institutions, cinemas, malls, gyms, salons, religious places, and the like to remain closed.

Puducherry

  • COVID-19 lockdown restrictions in Puducherry have been extended till June 07.
  • Service providers are exempted.
  • Shops selling spares for electrical, electronic, vehicle, mobile, water supply, sanitation repairs are exempt basis demand. The deliveries for the same are allowed only till noon.
  • All other restrictions remain unchanged.

Punjab

  • Punjab is one of the few states that have ruled out complete lockdown, however, they’ve implemented several lockdown-like measures in place till June 10. 
  • Limit on passengers in private vehicles has been scrapped. Public transport, however, still has a 50 per cent limit.
  • OPD operations and elective surgeries in hospitals are now allowed.
  • Opening of shops dealing in non-essential items has been left to local authorities to decide basis situation.

Rajasthan

  • Rajasthan will begin easing restrictions from June 2 in places where the positivity rate is less than 10 per cent or the use of oxygen, ICU and ventilator beds is less than 60 per cent.
  • Till June 7, all government offices can remain from 09:30 am to 04:00 pm at 25 per cent capacity, post which it will be doubled to 50 per cent.
  • Private offices can function at 25 per cent capacity till 02:00 pm.
  • Intra-district movement of private vehicles will be allowed from 05:00 am to 12 noon from Tuesday to Friday. Post June 08, this exemption will be extended to the entire state.
  • Weekend curfew will continue from Friday afternoon to 05:00 am on Tuesday.

Sikkim

  • The Sikkim government has extended its statewide lockdown till June 07.
  • Shops selling groceries and vegetables can operate from 07:00 am to noon
  • All centralised construction activities by local labourers is permitted.
  • Other guidelines from the previous lockdowns in Sikkim remain unchanged.

Tamil Nadu

  • Tamil Nadu has also extended its lockdown till June 07.
  • E-pass required to travel inter-district.
  • State-run liquor store TASMAC will not operate during this time.  
  • Only grocery, vegetables, meat and fish shops will be allowed to operate. All others are temporarily banned. Grocery stores allowed to home deliver through apps, platforms, and aggregators. 
  • Amma canteens will continue operations during the lockdown.  
  • All recreational hubs and tourist centres such as Nilgiris, Kodaikanal and Yercaud, will stay closed.

Telangana

  • Telangana has extended its lockdown till June 10.
  • The relaxation period (when restrictions are revoked) lasts from 06:00 am to 01:00 pm. A grace period of an hour is in motion too.
  • A strict lockdown to be observed from 02:00 pm to 06:00 am.

Uttarakhand

  • Uttarakhand has extended its lockdown till June 09.
  • Grocery services to remain open for two days a week on June 01 and June 07. The timings for the same are 08:00 am to 01:00 pm.
  • Books and stationary stores to remain open on June 01.

Uttar Pradesh

  • Uttar Pradesh has lifted restrictions in 55 districts. 
  • Weekend curfew to continue as earlier.
  • On weekdays, relaxations remain from 07:00 am to 07:00 pm, outside containment zones.
  • A night curfew post 07:00 pm to be enforced state-wide.
  • Medical and emergency services are allowed.  
  • Markets outside containment zones in districts with less than 600 active cases are allowed to function from Monday to Friday.
  • 25 people can gather for functions, but only 20 for funerals.
  • Three-wheelers can ferry three passengers (including driver), while four-wheelers can ferry four.
  • Shops selling eggs, meat and fish will be allowed to open in closed spaces with proper sanitisation.
  • However, coaching institutions, cinemas, swimming pools, bars and shopping malls will remain closed.

West Bengal

  • West Bengal has extended its lockdown till June 15. 
  • Bazars and marketplaces can operate from 7 am to 10 am and from 3 pm to 5 pm.  
  • Shopping malls, restaurants, beauty parlours, gyms, spas, and swimming pools will stay closed.  
  • All gatherings have been prohibited.
